U.S. military police were targeted and killed by Obama in the Washington DC Navy Yard shooting. Why? Agents from the U.S. military’s criminal investigation units had uncovered a plot to detonate a nuclear device in the heart of the nation’s capitol as part of an Obama government false flag. Officials from NCIS (United States Naval Criminal Investigative Service) and the U.S. Office of the Provost (both with field offices inside the Washington DC Navy Yard) had threatened to arrest Obama for planning to attack Syria without Congressional approval following a planned nuclear detonation false flag in Washington DC. The Office of the Provost is on the second floor of Building 34, One First Avenue, Charlestown Navy Yard and NCIS is located at 716 SICARD STREET SE, SUITE 2000, WASHINGTON NAVY YARD, DC.

The United States Naval Criminal Investigative Service (NCIS) is the primary law enforcement agency of the United States Department of the Navy. It investigates activities concerning crimes against or by United States Navy and United States Marine Corps personnel, along with national security, counter-intelligence, and counter-terrorism cases. A false flag is the crime of treason – levying war against the United States. If United States Navy or United States Marine Corps personnel are involved in planning for and preparing a false flag event in Washington DC or anywhere else in the United States, NCIS and its agents are duty bound to investigate and take action to counter those terrorist acts against the United States.

Prior to the Washington DC Navy Yard shooting the Joint Chief of Staff and Provost Marshals were planning and preparing to arrest Obama for treason. For levying war against the United States with a planned false flag in Washington DC on the anniversary of 9/11 – a nuclear detonation.

[Let me state here that while this would not surprise me and while the facts as known so far seems to add plausibility, I do not think we know if these people were indeed planning and preparing to arrest Obama. If it is ‘real’ truth, then I think we will soon learn more. We are in times when the truth will not stay hidden. Indeed, it cannot stay hidden. Our very survival depends on the ‘real’ truth coming out. ~]

Former Department of Homeland Security Secretary Janet Napolitano ABC News Aug 27, 2013: “A massive and “serious” cyber attack on the U.S. homeland is coming, and a natural disaster — the likes of which the nation has never seen — is also likely on its way.“

The only way anyone could know that there is “a natural disaster — the likes of which the nation has never seen — is also likely on its way” is if you are the one planning and preparing it.

“You also will have to prepare for the increasing likelihood of more weather-related events of a more severe nature as a result of climate change, and continue to build the capacity to respond to potential disasters in far-flung regions of the country occurring at the same time.

“You will need a large bottle of Advil,” Napolitano joked.

Napolitano is hinting at what the United States government (Obama) is planning and preparing for using its weather modifying weapon of mass destruction called HAARP.

Why else would Department of Homeland Security Secretary Janet Napolitano suddenly resign her post (announced her resignation July 12, 2013) and leave Washington DC for California? Because while she was Department of Homeland Security Secretary Janet Napolitano planned for and prepared for a major Washington DC event. She got out of dodge before the “attack on the U.S. homeland is coming“.

The National Capital Region (NCR) has an established Federal, state,and local emergency response infrastructure. For a nuclear detonation, efforts are underway to further refine roles and expected activities as part of a regional improvised nuclear device (IND) response planning process. The planning process has involved several workshops through the summer and fall of 2011, and is led by a subcommittee from the Council of Governments and supported by the Federal Emergency Management Agency’s (FEMA) Office of National Capital Region, The Department of Defense’s (DoD) Office of Secretary of Defense, and FEMA Response Planning Division who sponsored the development of this report.

Mississippi River Barge Operators: Economy at Risk (USA)

The American Waterways Operators, National Waterways Conference, Waterways Council, Inc., and 15 other national organizations submitted a letter to President Obama and the Federal Emergency Management Agency requesting a presidential declaration of emergency and seeking “immediate assistance in averting an economic catastrophe in the heartland of the United States.”

The request was made pursuant to section 501(b) of the Stafford Act.

The letter calls attention to the worsening situation on the Mississippi River which has already seen near historic low water levels that have restricted barge traffic on the nation’s critical water transportation artery since this summer. The existing crisis has been heightened even further as the U.S. Army Corps of Engineers has begun the reduction of water to the Mississippi River from dams on the upper Missouri River.

Alarmed that as the effects of reduced flows from the Missouri River are felt downstream and rock pinnacles are exposed near Thebes and Grand Tower, Illinois, significantly impairing the flow of commerce by mid-December, the groups are requesting that the President declare an emergency and direct the U.S. Army Corps of Engineers to immediately remove the rock pinnacles and release such water from the Missouri River reservoirs as is necessary to preserve a nine-foot channel on the Mississippi River to sustain commercial navigation.

The groups warn that the economic impacts of a Mississippi River closure would be dire, placing $7 billion in key products such as corn, grain, coal, petroleum, chemicals and other products at risk in December and January alone, including:

– Over 7 million tons of agricultural products worth $2.3 billion;

– Over 1.7 million tons of chemical products worth $1.8 billion;

– 1.3 million tons of petroleum products worth over $1.3 billion;

– Over 700,000 tons of crude oil worth $534 million; and

– 3.8 million tons of coal worth $192 million.

Recognizing the importance of the Mississippi River as a critical national transportation artery and economic cornerstone, Missouri Governor Jay Nixon, Illinois Governor Pat Quinn, and Iowa Governor Terry Branstad, as well as 15 U.S. Senators and 62 members of the U.S. House of Representatives, have written the Administration calling attention to the severity of the situation and urging action to keep the river open to navigation.

The time for action is now, because once the water levels on the Mississippi drop, this will be an even harder problem to solve,” said Tom Allegretti, AWO’s President & CEO. “An emergency declaration is needed now to allow the swift removal of the rock pinnacles and assurance of sufficient flows from the Missouri River while the rock removal work is taking place, both needed measures to ensure the Mississippi River can remain open at a sufficient depth to keep waterborne commerce flowing.”

“Understanding the consequences of further impairment, or certainly cessation of Mississippi River navigation during the critical winter months, this situation necessitates immediate action,” said Amy Larson, NWC President & CEO. “This can be done in a balanced and measured manner respecting other river interests, but it simply must be done.”

The ripple effect of failing to efficiently move $7 billion in key commodities would be staggering,” said Mike Toohey, President and CEO of WCI. “The most immediate effects would be felt up and down the river, but would spread quickly from those that work on the river to those that ship on the river to manufacturing workers and eventually to all of us as consumers. This is an economic disaster in the making and the Administration needs to act now to stop it.”

Drill, Bebé, Drill

Cuba is about to drill for offshore oil with “second-tier parts” because of the trade embargo. That’s not good news for U.S. beaches.

Sometime over the next three months, if all goes according to plan, Cuban workers on a Chinese-built, Spanish-owned rig will start drilling for oil in the mile-deep waters just off the north coast of Cuba, 70 miles from the Florida Keys.

If the drill hits a major oil deposit—and all geologic signs indicate it will—the discovery will unleash a cascade of developments with profound political, environmental, and economic consequences.

The Cuban government has long wanted to extract the rich reserves of oil and natural gas believed to lie off its shores. Estimates for oil range from 5 billion to 20 billion barrels, while the estimate for natural gas is 8.6 billion cubic feet. Unlocking that oil could jump-start a nascent Cuban offshore-oil industry—and free the island nation from its energy and political dependence on Venezuela, from which it imports 60 percent of its oil today. A newfound independence from its socialist neighbor and its mercurial president, Hugo Chavez—coming at a time when the Cuban leadership is facing change with the eventual demise of Fidel Castro—is an appealing prospect to the United States.

But the potential of a closer relationship with Cuba comes with a terrifying specter: An oil blowout in Cuban waters could reprise the nightmare that was last year’s Gulf of Mexico oil spill, and send crude spewing to the beaches of Florida, Georgia, and South Carolina. And the likelihood for such a disaster is very real, say oil industry experts, thanks in part to Washington’s 49-year-old embargo on Cuba.

Because of the embargo, U.S. companies cannot drill in Cuba, supply equipment to Cuba, have any say over safety regulations in Cuba, or even take part in helping control a blowout and spill in Cuba. As the island prepares to begin offshore drilling, it has signed contracts with oil companies from Brazil, India, Italy, Russia, and Spain—and is in talks to lease major portions of its coastal water to Chinese companies (continuing China’s pattern of pursuing oil exploration in countries where U.S. drillers aren’t welcome).

Under the embargo’s terms, the oil drilling and safety equipment used by those companies must be less than 10 percent U.S.-made. But all of the most technologically advanced equipment for drilling and preventing or stopping oil spills is made in the United States or by U.S. companies.

“There are not international suppliers of this level of equipment. They will have to buy copycat or second-tier parts,” Lee Hunter, president of the Houston-based International Association of Drilling Contractors, told National Journal. Hunter and other experts say that, to date, it appears that the Cuban government, fearful of the devastation an oil spill could wreak on its economy, wants to use the lessons learned from the BP oil disaster to develop a rigorous safety and oversight program. But it will be nearly impossible for drillers in Cuba’s waters to legally use the safest equipment. “The Cubans want to use good technology; they want to drill safely,” Hunter said. “But … their ability to drill safely is extremely compromised.”

Also deeply compromised is their ability to respond to a disaster should it occur. Even if oil from a Cuban spill laps at Florida’s shores, the U.S. agencies and oil companies that have all-too-hard-won expertise in wrestling a spill—the Coast Guard, the Federal Emergency Management Agency, and the Interior Department—would be banned from crossing into Cuban waters to help. And experts say that the Cuban oil industry and government don’t yet have a fraction of the resources and expertise they would need to deal with such an event on their own.

State Department officials are well aware of the problem, and they are working with Hunter’s group, along with others, to find a way for U.S. companies to get into Cuban waters—if not to drill, at least to help out in case of a spill. One way this could happen is if the Treasury Department issues special advance licenses granting U.S. companies the ability to travel to Cuban waters to give aid in a disaster. Cuban officials are also cautiously indicating interest in cooperating with the U.S. on the plan, despite the embargo.

“This is something that could get Cuba and the U.S. sitting down and talking, finding points of agreement and cooperation,” said Jorge Piñón, a former president of Amoco Oil Latin America and a current visiting research fellow with Florida International University’s Cuban Research Institute.

It is also something that is likely to further ignite the fight over opening up more U.S. waters for drilling, pointed out Piñón and many others. Currently, most of the eastern portion of the U.S. Gulf of Mexico—which borders the water where the Chinese, Indians, and Russians would be operating off Cuba—is closed to drilling. But defenders of the U.S. drilling ban will be hard-pressed to keep it in place, no matter the risks, if two things happen: if oil-producing rigs pop up in Cuban waters, and, in the coming years, in the surrounding waters of Mexico and even the Bahamas, which is now looking into starting offshore drilling.
