“Katie bar the door” :: Southcom Keeps Watch on Ebola Situation

WASHINGTON, Oct. 8, 2014 – The potential spread of Ebola into Central and Southern America is a real possibility, the commander of U.S. Southern Command told an audience at the National Defense University here yesterday.

“By the end of the year, there’s supposed to be 1.4 million people infected with Ebola and 62 percent of them dying, according to the [Centers for Disease Control and Prevention],” Marine Corps Gen. John F. Kelly said. “That’s horrific. And there is no way we can keep Ebola [contained] in West Africa.”

If it comes to the Western Hemisphere, many countries have little ability to deal with an outbreak of the disease, the general said.

“So, much like West Africa, it will rage for a period of time,” Kelly said.

This is a particularly possible scenario if the disease gets to Haiti or Central America, he said. If the disease gets to countries like Guatemala, Honduras or El Salvador, it will cause a panic and people will flee the region, the general said.

“If it breaks out, it’s literally, ‘Katie bar the door,’ and there will be mass migration into the United States,” Kelly said. “They will run away from Ebola, or if they suspect they are infected, they will try to get to the United States for treatment.”

Also, transnational criminal networks smuggle people and those people can be carrying Ebola, the general said. Kelly spoke of visiting the border of Costa Rica and Nicaragua with U.S. embassy personnel. At that time, a group of men “were waiting in line to pass into Nicaragua and then on their way north,” he recalled.

“The embassy person walked over and asked who they were and they told him they were from Liberia and they had been on the road about a week,” Kelly continued. “They met up with the network in Trinidad and now they were on their way to the United States — illegally, of course.”

Those men, he said, “could have made it to New York City and still be within the incubation period for Ebola.”

Kelly said his command is in close contact with U.S. Africa Command to see what works and what does not as it prepares for a possible outbreak in the area of operations.

Repsol Signs Exploration Deal with Guyana Gov’t

Spanish oil company Repsol has signed an exploration and production agreement with the Government of Guyana.

The four-year agreement, signed yesterday, will allow Repsol to search for hydrocarbons in the Kanuku block, approximately 161 km offshore Guyana, the only South American nation in which English is the official language.

According to GINA, Guyana’s Government Information Agency, Repsol will first conduct 2D and 3D marine seismic surveys, which will be followed by an exploration well in the second phase of the licence.

The company was last year involved in drilling the Jaguar-1, a high pressure, high temperature (HPHT) well, offshore Guyana. The well encountered some hydrocarbons but the partners in the prospect decided to plug the well on safety criteria after reaching a point in the well where the pressure design limits for safe operations prevented further drilling to the main objective.

Repsol, Partners Abandon Jaguar-1 Well (Guyana)| Offshore Energy Today

CGX Energy Inc. last week announced, along with its partners on the Jaguar-1 well located on the Company’s 25% owned Georgetown Petroleum Prospecting License (“PPL”), that drilling operations at the Jaguar-1 well on the Georgetown PPL, Guyana ended and the well would be plugged at a depth of 4,876 metres without reaching the primary objective in the Late Cretaceous geologic zone.

The decision to stop drilling at this point was unanimously agreed by all partners based on safety criteria and was taken after reaching a point in the well where the pressure design limits for safe operations prevented further drilling to the main objective.

Jaguar-1 was a high pressure, high temperature (HPHT) well which was spudded in February 2012 using the Atwood Beacon jack-up rig. Whilst the primary Late Cretaceous objective was not reached, samples of light oil were successfully recovered from two Late Cretaceous turbidite sands. The partners to the Georgetown PPL are Repsol Exploración S.A (15%), as operator, along with YPF Guyana Limited (30%), Tullow Oil plc (30%) and CGX Resources Inc. (25%).

Kerry Sully, President and CEO stated, “Based on hydrocarbons recovered during the drilling of Jaguar-1, CGX is confident that a new well targeting the same prospect would hold significant promise and is therefore committed to seek a re-drill utilizing a new well design.”

Commenting on the Company’s plans in the Guyana Suriname basin, Suresh Narine, Chairman, reiterated CGX’s near-term goals stating, “In addition to our commitment well on the Corentyne Block, we are planning a 3D seismic program later this fall with our ultimate goal being to commit to a rig for a three to five well program. Added to this would be the re-drill of the Late Cretaceous target addressed by the Jaguar-1 well.”

Tullow Oil Abandons Jaguar-1 Well Offshore Guyana

Drilling operations at the Jaguar-1 well in the Georgetown Block, Guyana, have ended and the well will be plugged and abandoned at a depth of 4,876 metres, without reaching the primary objective.

CGX Begins Drilling Offshore Guyana

CGX Energy Inc. has commenced with drilling operations at the Eagle-1 well located on the Corentyne Petroleum Prospecting License (“PPL”) offshore Guyana.

The Eagle-1 well will be drilled to a depth of 4,250 metres to test the Eocene and Maastrichtian geologic zones. The well is being drilled by the Ocean Saratoga semi-submersible drilling rig owned by a subsidiary of Diamond Offshore Drilling, Inc. DO +0.89% , a leading drilling contractor with over 40 years of global drilling experience. Drilling is expected to take approximately 60 days.

Steve Hermeston, President and CEO commented, “Today marks a significant milestone in the history of CGX. We are returning to drill the Eagle prospect that was halted in June 2000 due to overlapping maritime border claims between Guyana and Suriname. Renewed exploration follows over seven years of dedication and co-operation between the Government of Guyana and CGX in resolving the Maritime Boundary between Guyana and Suriname peacefully and finally through the International Tribunal of the Law of the Sea (ITLOS) process. Following the resolution of the maritime border, CGX has shot two-3D seismic surveys, creating a portfolio of prospects on the Corentyne PPL, Eagle-1 being the first well to be drilled to test the original Eocene prospect, plus a deeper Maastrichtian prospect, both of which are stratigraphic tests. The current location will significantly benefit from the 3D acquired in conjunction with advances in better understanding the optimal position to test reservoirs deposited in deep water environments.”

Sagres Prepares for Drilling Offshore Jamaica

Sagres Energy Inc., an international oil and gas company with an exploration portfolio in Colombia, Guyana and Jamaica, provides an update on its activities in Jamaica.

The company’s subsidiary, Rainville Energy Corporation (“Rainville”), is a party to three production sharing agreements with the Petroleum Corporation of Jamaica (the “PCJ”) covering the right to explore and develop Blocks 9, 13 and 14 covering approximately 8,864 km² located offshore Jamaica (the “Blocks”).

The minimum exploration work commitments under each of the production sharing agreements are divided into two phases. The PCJ has granted Rainville an extension to the first phase until April 30, 2012 to allow potential joint venture partners sufficient time to complete their evaluation of the Blocks. Concurrently, the Company is in discussions with several parties with regards to a potential farm-in on these properties.

Mr. Gary Wine, President and CEO of Sagres stated that “we continue to be excited by the potential of the La Concepcion prospect, a prospect mapped straddling Blocks 9 and 13, with an independent evaluation establishing a gross mean prospective resource estimate of 3.0 billion barrels. We look forward to advancing this project to the drilling stage and we are holding discussions with potential partners”. Resources estimates are pursuant to the Company’s NI 51-101 Report prepared by Chapman described in a press release of the Company dated August 27, 2010.

PGS to Start Seismic Survey at Corentyne Licence, Offshore Guyana

CGX Energy Inc.  has awarded a 1,160 square kilometre 3D marine seismic contract to a subsidiary of Petroleum Geo-Services (PGS). PGS’s Ramform Challenger will undertake the five week contract at CGX’s fully owned Corentyne PPL, offshore Guyana, commencing mid-December.

PGS is a leading geophysical services company founded in 1991 in Norway with offices in 25 countries and regional centres in London, Houston and Singapore. PGS offers a broad range of geophysical services and has 14 offshore seismic vessels.

“This 3D seismic program has been designed to better image the up-dip limits of the Eagle Deep stratigraphic play at the Turonian and Campanian and to cover the two early Cretaceous, Albian prospects (Crabwood and Kabukalli) which are underlying the Company’s 100% owned Corentyne offshore Petroleum Prospecting License (PPL) and for which CGX obtained an independent resources evaluation report from DeGolyer and MacNaughton of Dallas earlier this year that provided a total best estimate (P50) of prospective resources of 325 million barrels of oil. Shell to Become Operator of Guyane Maritime Permit in French Guiana

Northern announces that earlier today, Tullow Oil Plc (“Tullow”) in their Interim Management Statement provided the following update on well GM-ES-1, in the Guyane Maritime Permit, in which Northern has a 1.25% interest:

“In French Guiana, the Zaedyus exploration well discovered 72 metres of net oil pay in two turbidite fans. This is the first well in Tullow’s extensive Guyana Basin acreage and successfully proved that the Jubilee play is mirrored across the Atlantic  from West Africa. Currently, a sidetrack is being drilled to  recover reservoir cores with operations expected to complete in mid-November. The partners are working on the 2012 programme and anticipate it to include 3D seismic and the drilling of two wells which is expected to commence in mid-2012 once all the necessary approvals have been obtained.

Shell is expected to take over Operatorship of the block in early 2012, subject to Government and Joint Venture approval.”

The partner interests in the Guyane Maritime licence offshore French Guiana are:

Tullow 27.5%

Total 25%

Northpet Investments 2.5% (Northern owns a 50% equity interest in Northpet)
