Huge Water Resource Found in Africa: World Bank Steps In?

Huge’ water resource exists under Africa … Scientists say the notoriously dry continent of Africa is sitting on a vast reservoir of groundwater. They argue that the total volume of water in aquifers underground is 100 times the amount found on the surface. The team have produced the most detailed map yet of the scale and potential of this hidden resource. Writing in the journal Environmental Research Letters, they stress that large scale drilling might not be the best way of increasing water supplies. Across Africa more than 300 million people are said not to have access to safe drinking water. Demand for water is set to grow markedly in coming decades due to population growth and the need for irrigation to grow crops. – BBC

Free-Market Analysis: We’ve charted this elite meme for several years – water scarcity. The powers-that-be create fear-based scarcity promotions and then propose globalist solutions. Water scarcity is a big promotion for them – and this meme is a central one these days.

Right on schedule, it’s been determined that Africa has water after all. Of course, Western scientists had to make this determination. This is part of the larger “cult of the expert” that the elites seek to inculcate. Until it can be documented by elite facilities, it doesn’t exist.

But now it does. There’s LOTS of water in Africa after all (just as there is LOTS of oil in the world, and lots of food as well, if the powers-that-be would only stop tampering with seeds). Here’s some more from the article:

Now scientists have for the first time been able to carry out a continent-wide analysis of the water that is hidden under the surface in aquifers. Researchers from the British Geological Survey and University College London (UCL) have mapped in detail the amount and potential yield of this groundwater resource across the continent.

Helen Bonsor from the BGS is one of the authors of the paper. She says that up until now groundwater was out of sight and out of mind. She hopes the new maps will open people’s eyes to the potential.

“Where there’s greatest ground water storage is in northern Africa, in the large sedimentary basins, in Libya, Algeria and Chad,” she said.

“The amount of storage in those basins is equivalent to 75m thickness of water across that area – it’s a huge amount.” Due to changes in climate that have turned the Sahara into a desert over centuries many of the aquifers underneath were last filled with water over 5,000 years ago.

The scientists collated their information from existing hydro-geological maps from national governments as well as 283 aquifer studies. The researchers say their new maps indicate that many countries currently designated as “water scarce” have substantial groundwater reserves.

Note: the scientists didn’t really discover anything new. They “collated” their findings “from existing hydro-geological maps from national governments as well as 283 aquifer studies.” In other words, it was all a promotion, folks. “Parched Africa” was never more than an elite scarcity campaign. The maps showing plenty of water were there all along.

So what now? Having discovered that Africa has plenty of water, will the private market be left to make its magic? Not so fast.

A simple Internet search shows us that the other shoe may be dropped. That shoe, of course, would be globalist involvement. The whole point of creating scarcity memes is to propose globalist solutions that bring us closer to the world government so avidly sought by the powers-that-be.

Here’s an excerpt from a World Bank report, courtesy of Businessdayonline:

Finance required to raise infrastructure in Sub Saharan Africa to a reasonable level within the next decade is estimated at $93 Billion every year, a World Bank report has shown. The estimates cover the Information Communication Technology, Irrigation, Power, Transport and Water Supply and Sanitation sectors.

Of the total required, existing expenditure is estimated at $45 Billion per annum and after accounting for efficiency gains of $17 Billion, the funding gap remains at about $31Billion. ‘Infrastructure is a cardinal challenge facing Africa, thereby creating room for the inability of Africa to key into the avalanche of economic and commercial opportunities available in the continent,’ says Kenneth Okpara, Commissioner for Economic Planning, Delta State during March Breakfast forum of Nigerian-South African Chamber of Commerce sponsored by Warri Industrial Business Park.

Okpara noted that Africa’s infrastructure stocks and quality is among the least in the world, noting that lack of good governance is a major problem that prevents the continent from taking its rightful place as regards socio-economics. ‘One approach to address this challenge is to facilitate the increase of private provision of Public–Private Partnership (PPP),’ he notes, saying that the partnership assumes transactions where the private sector retains a considerable portion of commercial and financial risks associated with a project.

Okpara added that leveraging private sector financing through public private partnership and capital market (bonds) are the means through which the gap can be addressed.

It is fairly predictable, is it not? Africa suffers from a water problem – that turns out not to exist. But having raised the alarm, Western facilities stand ready to help. Chief among them is the World Bank that will provide much needed cash to reap the benefits of these aquifers, etc.

What may occur is wearily predictable. The World Bank lends cash to corrupt governments that squander or loot resources. The “country” is eventually unable to pay and the IMF arrives to impose “austerity” – including higher taxes and an asset sale.

Thus the powers-that-be consolidate command and control. Global governance – or at least its influence – expands.

Conclusion: Thanks to the Internet, we can clearly see the patterns now. Africa, in our view, is being readied for significant Western exploitation and it is no coincidence they are reappearing here – and now.

World leaders are meeting in Washington, D.C., to attend a joint IMF-World Bank meeting.

Their focus? The funding available to the IMF, specifically to support the ongoing debt and bank crises in Europe.

Countries in Europe and Asia have expressed interest and even firm commitments in contributing more money to the fund. The U.S. and Canada, however, have said they won’t contribute any more cash to an effort EU leaders should be able to resolve themselves.

While we could hear more pledges over the course of the day, so far Japan, Switzerland, Poland, Sweden, Denmark, Norway, and the euro area have all made dollar commitments totaling $320 billion, according to Bloomberg:

Obama quietly seeking to cede U.S. oceans to U.N. law

Shock recommendation buried in White House report

President Obama’s ambitious plan for stepped up government regulation of the oceans includes an unreported effort to cede U.S. oceans to United Nations-based international law, WND has learned.

The plan was previously a pet project of Secretary of Defense Leon Panetta, whose ocean-zoning scheme was partnered with a globalist group that also aimed to hand over U.S. oceans to U.N. governance.

Obama’s plan is still in draft form. It calls for an executive order to be issued for a National Ocean Policy that will determine how the ecosystem is managed while giving the federal government more regulatory authority over any businesses that utilize the ocean.

The executive order is to be based on the recommendations of Obama’s Interagency Ocean Policy Taskforce, created in 2010 also by executive order.

The agency is tasked with recommending specific actions for a presidential plan to achieve the vision of “an America whose stewardship ensures that the ocean, our coasts, and the Great Lakes are healthy and resilient, safe and productive, and understood and treasured so as to promote the well-being, prosperity, and security of present and future generations.”

The Taskforce’s final recommendations, based in part on the supposed effects of “global warming, were released in a 78-page paper reviewed by WND.

The entire third section of the report recommends that the U.S. join the U.N.’s Law of the Sea Convention.

The convention defines the rights and responsibilities of nations in their use of the world’s oceans, establishing guidelines for businesses, the environment and the management of marine natural resources.

States the report:

The Task Force strongly and unanimously supports United States accession to the Convention on the Law of the Sea and ratification of its 1994 Implementing Agreement. The Law of the Sea Convention is the bedrock legal instrument governing activities on, over and under the world’s oceans.

United States accession to the Convention will further our national security, environmental, economic, and diplomatic interests.

The report lists key reasons for compliance with the law, including:

• The Convention has garnered the unequivocal support of our national security leadership under both Republican and Democratic administrations, because, among other things, it codifies essential navigational rights and freedoms upon which our Armed Forces rely.

• The Convention sets forth the rights and responsibilities of nations to prevent, reduce and control pollution of the marine environment and to protect and preserve resources off their shores.

• By becoming a party to the Convention, U.S. legal rights to our extended continental shelf can be put on the strongest legal foundation.

• As a party to the Law of the Sea Convention, the United States would have the ability to participate formally and more effectively in the interpretation and development of the Convention.

• Joining the Law of the Sea Convention would reaffirm and enhance United States leadership in global ocean affairs.

While the White House claims its ocean plans are not meant to zone the seas, a major conclusion of the Taskforce was to “establish a framework for effective coastal and marine spatial planning (CMSP) that establishes a comprehensive, integrated, ecosystem-based approach to address conservation, economic activity, user conflict, and sustainable use of ocean, coastal, and Great Lakes resources.”

Panetta’s ocean scheme

Much of the Taskforce’s recommendations were previously called for by a group headed by Panetta until his appointment as CIA director in 2009. Panetta became defense secretary in July 2011.

Until his CIA appointment in 2009, Panetta co-chaired the Joint Ocean Commission Initiative, which is the partner of Citizens for Global Solutions in a push to ratify U.S. laws and regulations governing the seas.

The oceans initiative bills itself as a bipartisan, collaborative group that aims to “accelerate the pace of change that results in meaningful ocean policy reform.”

Among its main recommendations is that the U.S. should put its oceans up for regulation to the U.N. Convention on the Law of the Sea.

Other recommendations of Panetta’s Joint Ocean Commission Initiative, which mirror Obama’s taskforce recommendations, include:

• The administration and Congress should establish a national ocean policy. The administration and Congress should support regional, ecosystem-based approaches to the management of ocean, coastal and Great Lakes.

• Congress should strengthen and reauthorize the Coastal Zone Management Act.

• Congress should strengthen the Clean Water Act.

The Joint Ocean Commission Initiative Leadership Council includes John Podesta, president and CEO of the Soros-funded Center for American Progress, which is reportedly highly influential in advising the White House on policy.

Podesta served as co-chairman of Obama’s presidential transition team.

Panetta’s oceans initiative is a key partner of Citizens for Global Solutions, or CGS, which, according to its literature, envisions a “future in which nations work together to abolish war, protect our rights and freedoms and solve the problems facing humanity that no nation can solve alone.”

CGS states it works to “build the political will in the United States” to achieve this global vision.

The organization currently works on issues that fall into five general areas: U.S. global engagement; global health and environment; peace and security; international law and justice; and international institutions.

CGS is a member organization and supporter of the World Federalist Movement, which openly seeks a one-world government. The World Federalist Movement considers the CGS to be its U.S. branch.

The movement brings together organizations and individuals that support the establishment of a global federal system of strengthened and democratized global institutions with plenary constitutional power accountable to the citizens of the world and a division of international authority among separate global agencies.

The movement’s headquarters are located near the U.N. building in New York City. A second office is near the International Criminal Court in The Hague, Netherlands.

The locations are significant, since the movement heavily promotes the U.N. and is the coordinator of various international projects, such as the Coalition for the International Criminal Court and the Responsibility to Protect military doctrine. That doctrine formed the basis of Obama’s justification last year to launch NATO airstrikes in Libya.

Houston,Texas: TWMA Opens New Manufacturing Base in Houston (USA)

TWMA, a leader in integrated drilling waste management and environmental solutions, has recently launched its U.S. expansion with the opening of the company’s newest manufacturing base in Houston. The new facility will allow TWMA to manufacture American-made equipment and meet growing demand for its services in the United States and around the world.

“This new office has the potential to change the dynamics of the entire company,” said Ian Nicolson, TWMA’s Vice President of the Americas. “We’re bringing a whole new range of services and technologies to the U.S. oil and gas industry. We can save operators $30 to $40 thousand dollars per well by handling and treating their drilling wastes with our specialized waste management solutions.”

Demand for TWMA’s waste management solutions is booming. The company has already won several U.S. contracts with oil and gas operators, which has helped fuel the expansion.

Operating both offshore and onshore, TWMA handles and treats drill cuttings and associated oil industry wastes. Using state-of-the-art technology, drilling wastes are recovered, recycled and reused, recovering significant operator costs whilst minimizing environmental impact.

While initial plans focus primarily on expanding in the U.S. market, having a Houston-based facility will allow TWMA to extend its reach into Canada and South America, Nicolson said.

Through the Houston office, TWMA will increase the production capability for its entire range of waste management solutions to service the U.S and international markets. This will include the TCC RotoTruck and TCC RotoMill, which are currently utilized globally to thermally process drilling wastes onshore and offshore, and supporting equipment including vacuum systems, dryers and TWMA’s cuttings collection and distribution system (CCDS).

TWMA has been operational in the United States since 2008, but the new Houston facility will be the company’s first regional manufacturing site. Currently, 20 employees have been hired to work at the new facility. TWMA expects to triple this number by July and plans to have 200 to 300 employees hired in the next 24 months.

U.N. to debut plan for world socialism in June–time for US to exit?

The United Nations is holding its’ “Conference on Sustainable Development” in Rio de Janero, Brazil, over three separate sessions in June, to which organizers, led by UN Conference Secretary-General of Rio+20, Sha Zukang [who ‘really doesn’t like Americans’], expect 193 attendees from governments, the private sector, NGOs and other stakeholders, according to the Sarah de Sainte Croix March 20, 2012 article in The Rio Times.

The stated themes of this colossal conference, which is structured around a 204-page report titled, “Working Towards a Balanced and Inclusive Green Economy, A United Nations System-Wide Perspective,” are “the green economy in the context of sustainable development and poverty eradication,” … [by and through] … “the institutional framework for sustainable development,” according to George Russell’s excellent and quoted-filled FOXNews article today.

More specifically, the debates will cover a … ‘breathtaking array of carbon taxes, transfers of trillions of dollars from wealthy countries to poor ones, and new spending programs to guarantee that populations around the world are protected–from the effects of the very programs the world organization wants to implement.

According to Russell, the Obama Administration officials have supported this “agenda,” which is designed to ‘make dramatic and enormously expensive changes in the way that the world does nearly everything—or, as one of the documents puts it, “a fundamental shift in the way we think and act.”

According to U.N. Secretary General Ban Ki-moon, proposals on how the “challenges can and must be addressed,” include:

–‘More than $2.1 trillion a year in wealth transfers from rich countries to poorer ones, in the name of fostering “green infrastructure … climate adaptation … other green economy” measures.’

–‘New carbon taxes for industrialized countries [amounting to] about $250 billion a year, or 0.6 percent of [US] GDP by 2020. Other environmental taxes are mentioned, but not specified.’

–‘Further unspecified price hikes … derived from agriculture, fisheries, forestry, or other kinds of land and water use [industries], all of which would be radically reorganized–[to] “contribute to a more level playing field between established, ‘brown’ technologies and newer, greener ones.”‘

— ‘Major global social spending programs, including a “social protection floor” and “social safety nets” for the world’s most vulnerable social groups for reasons of “equity.”’

–‘Even more social benefits for those displaced by [this] green economy revolution—such as those put out of work in undesirable fossil fuel industries. The benefits, called “investments,” would include “access to nutritious food, health services, education, training and retraining, and unemployment benefits.”‘

–‘A guarantee that if those sweeping benefits weren’t enough, more would be granted … “Any adverse effects of changes in prices of goods and services, vital to the welfare of vulnerable groups, must be compensated for and new livelihood opportunities provided.”‘

“Transforming the global economy will require action locally (e.g., through land use planning), at the national level (e.g., through energy-use regulations) and at the international level (e.g., through technology diffusion),” the document says.

It involves “profound changes in economic systems, in resource efficiency, in the composition of global demand, in production and consumption patterns and a major transformation in public policy-making.”  It will also require “a serious rethinking of lifestyles in developed countries.”

This ‘UN guidebook for global social engineering,’ was prepared by the Geneva-based United Nations Environmental Management Group (UNEMG), a consortium of 36 U.N. agencies, development banks and environmental bureaucracies–all of which rely on the contributions, from tax collecting nations for their very existence–not a single entity engaged in the production of goods or services, producing a profit and owning singular wealth.

This UN doctrine seems to directly channel Marx and Engel’s scribe of 1848, “The Communist Manifesto,” wherein its’ organizational and operational structure appears to largely be a paraphrasical equivalent to the 10 short-term demands Marx prescribed in section II., “Proletarians and Communists.”

However, instead of the UN overthrowing the capitalist system, it simply wants to tie it to a leash and be subject to the UN … [a] ‘dictatorship of the proletariat,’ to redistribute wealth around the world to “magically elevate the poverty class to the middle class.

The United States, arguably the most fertile and favorable ground for such a massive experiment, has already spent $15 [T]rillion in taxpayer treasure over the past 47 years attempting to circumvent market forces and eliminate poverty–with no affect.

Additionally, study after study has revealed the UN to have grown into an impossibly dysfunctional gargantuan, having negligent management skills, metrics and accountability, and a source of financially wasteful pandering–second only to the U.S. General Services Administration.

Actually, as this directly smacks of the long-discussed “UN Agenda 21,” America must treat this audacity of the United Nations as a wake up call, and say “[last] check please”–then hit the UN exit doors without delay.

USA: Dolphin Geophysical Buys OGI

Dolphin Group ASA  announces that through their subsidiary Dolphin Geophysical Inc.(US) the company have purchased the entire stock of Open Geophysical Inc. (OGI).

OGI develop and sell seismic processing software and has an existing client base including both major oil companies and seismic contractors. The software is purpose built for modern computer architectures and has an industry leading graphical user interface. It thus provides users with an efficient, cost effective and easy to use seismic processing platform. The newly developed software is already being used on the Polar Duchess for real time Quality Control of acquired data with impressive performance and in Dolphin’s new processing centre established in London.

All Dolphin vessels will be upgraded to the OGI software over the coming months. It will be used for on-board fast track, proprietary processing on the Duchess in the near future and to produce a high-end, fast track product on all future multi-client projects.

R. Gareth Williams, Chief Geophysicist of Dolphin said; “We are extremely excited to be investing in OGI and to be using the Open CPS software for both our on board and onshore, marine processing package. This is a major step towards developing our processing and multi-client services and hence capturing the full value chain in those businesses. Missouri House Votes to Nullify Obamacare in its Entirety

On April 19, 2012, HB:1534 passed the Missouri House with a vote of 108 to 44! The bill “Declares the federal Patient Protection and Affordable Care Act as unauthorized by the United States Constitution and creates criminal penalties for persons enforcing or attempting to enforce the act”

But the good news doesn’t stop there. Inside reports tell us that when the absent Representatives who have committed to vote “yes” are able to do so, HB1534 should have a veto-proof majority.

This is a major step beyond what a number of states around the country – including Missouri – have been doing previously, rejecting just the mandate portion of the federal act.

Additionally, it’s important to notice that when HB1534 was “perfected” in the Missouri House several days ago (with a vote of 109 to 49) – there weren’t any amendments offered. This also is encouraging, as it means that the preferred language, consisting of a Jeffersonian style nullification of Obamacare (along with the arrest of federal officials who attempt to enforce Obamacare), was retained in the bill.

Now that the bill has been passed by the House, it will begin a journey through the Senate – starting with a hearing that hopefully leads to it being taken up for Senate debate. Liberty activists should be ready to encourage the Senate to make this a high priority, as it may be hard finding a sponsor with the passion to get the job done.

Meanwhile, HB1534 has started to receive a bit of attention from the press. For instance, The Kansas City Star writes in the article, “Missouri bill would ban implementing health care law” that “A Missouri House panel has endorsed legislation making it a crime for federal officials to attempt to enforce the 2009 federal health care overhaul in the state.”

And over at the Dailypaul.com, the headline, “Missouri to arrest any federal officials who attempt to enforce Obamacare” encourages readers to stand up and speak out in favor of this bill.
